The 2023 UN High-Level Political Forum (HLPF) was held from Monday, July 10, to Wednesday, July 19, 2023, in New York. Under the framework of HLPF, the High-Level Local and Regional Governments Forum (LRGF) was successfully held on July 12 as a special event. Nicholas You, Adviser of the Guangzhou International Award for Urban Innovation and Executive Director of the Guangzhou Institute for Urban Innovation, was invited to attend this event and release the research report Partnerships and Innovation for Accelerating the Implementation of the SDGs in Cities.

The report is a joint undertaking of the Guangzhou Institute for Urban Innovation (GIUI) and Penn Institute for Urban Research(PennIUR) with the case studies from the Guangzhou Award and WRI Ross Center for Sustainable Cities, demonstrating how the nimblest of cities are responding quickly to the impacts of urbanization, concentrated poverty, food insecurity, inequality, climate change and disaster risk with new and innovative partnerships and policies.

Regarding the report's partnership and urban innovation issues, Nicholas said, "We need to go beyond participation when you engage communities and stakeholders by giving them a real say; then projects have more chances to scale up."

During the forum, representatives from all over the world and experts and scholars in the field of urban studies focused on the theme of SDG 11 (sustainable cities and communities) to discuss its interconnected importance and breadth to the whole 2030 Agenda as well as how local and regional governments are localizing the SDGs through high-impact localization policies.

The Guangzhou International Award for Urban Innovation (Guangzhou Award) recognizes innovation in improving social, economic, and environmental sustainability and good urban governance in cities and regions and, in so doing, advances the prosperity and quality of life of their citizens. So far, five cycles have been held, attracting over 1,300 initiatives worldwide. It has become a global platform for city-to-city learning on urban innovation and the documentation, dissemination, and analysis of the local implementation of global agendas, including the SDGs and the New Urban Agenda (NUA).

The 2023 High-Level Political Forum on Sustainable Development (HLPF) is the central United Nations platform for the follow-up and review of the 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs) at the global level. It is the apex of the architecture for follow-up and review of the 2030 Agenda established by the 2030 Agenda. The United Nations Economic and Social Council convened the high-level political forum on sustainable development in New York from July 10 to 19, 2023, bringing together governments, civil society organizations, and private sector partners to discuss the urgent need to put the 17 Sustainable Development Goals back on track.
