Background Information

The city of Malmö has outlined its general environmental objectives in a long-term program agreed upon across the political spectrum. The environmental program stipulates that the city administration of Malmö will be climate-neutral by 2020, and the whole municipality will run on 100 percent renewable energy by 2030. There are also targets to reduce energy consumption per capita, as well as greenhouse gas emissions and to cultivate the sustainable use of resources.   

Goals of the Initiative 

The ambition is 100 percent renewable energy in the city by 2030. Hyllie is the second pilot area, after Western Harbor, to be achieved as zero emission area. The initiative covers housing/materials, smart grids, new technology use, mobility, types of cars/electricity to be used and energy production in the area. Consumption from renewables and the influence of occupants through dialogues on what they want, planning and making the area a livable and pleasant sustainable settlement are also covered.     

Innovation for the Initiative

The contract is revolutionary since it is developed on a voluntary basis, without legislation or other forcing mechanisms. As far as the city is concerned, it has not been done anywhere else in this manner—a whole urban area with 9,000 homes and 9000 workplaces, plus commercial centers and infrastructure. Most of the technology used in buildings and smart IT technological solutions are state of the art. Based on what are out on the market and already used in Western Harbor, however, the whole area is also using new and un-tested solutions as an experiment.

Outcomes and Assessments

We believe that this area is revolutionary and innovative since it will have zero emission as a goal. It will fully integrate new technologies and techniques, mixed energy solutions, buildings, housing, transport, IT, waste treatment and renewable energy production in the city district. The whole city, of more than 300,000 inhabitants, will achieve this goal by 2030. In Hyllie, this initiative will show and prove how it is possible, and hopefully will have an impact on other cities in the world. All steps are being measured and nothing is being planned or built unless it follows the climate contract signed by everyone. This is an entirely new way of developing a city in cooperation with the public.
